Oxfordshire council admit relocation error over sex attack youth

Oxfordshire County Council has said it did not follow protocol when relocating a teenager who went on to commit a "sadistic" sex attack on another boy.
Kane Lammin, 17, of Gloucester, was jailed earlier this month for his part in the assault in Gloucester in 2012.
Before the attack, Oxfordshire County Council failed to tell Gloucestershire children's services that Lammin was moving to the county.
It had informed Gloucestershire's youth offending team, a spokesman said.
Lammin, originally from Oxford, had been in the care of Oxfordshire County Council before being moved to new accommodation in Gloucester.
The authority admitted it had failed to tell Gloucestershire's children's services of the move, but had informed the youth offending team, which is also part of the county council.
A spokesman for Oxfordshire County Council said: "We acknowledge a formal process was not followed.
"Gloucestershire Youth Offending Service, which is part of Gloucestershire County Council, was fully aware of the situation regarding Kane Lammin and we continued to work with them following his placement in Gloucester."
Gloucestershire County Council said its safeguarding children's board would conduct an independent review.
A spokesman said: "Whilst Oxfordshire County Council did talk to our youth offending team, there is also a formal process which councils are responsible for when they move young people they look after into another area.
"Oxfordshire County Council has acknowledged that the process wasn't followed in this case.
"Gloucestershire safeguarding children board's independent review will include looking at how communications between agencies, including other councils, can be improved and we'll look very closely at their findings.
"We will also share any findings with Oxfordshire County Council."
Lammin and Anthony Ford, 17, from Swindon, forced their victim to strip at knifepoint before inflicting what the judge described as a "painful, humiliating and terrifying" assault.
Both pleaded guilty to serious sexual assaults. Ford also pleaded guilty to rape.
They were each jailed for 10 years.
