Were lessons learned from 2007 floods?

Prime Minister David Cameron has said there is to be a review of Treasury rules governing flood defence spending - suggesting that they had been applied too rigidly in the past.

He said the abnormal weather events over the past few weeks underlined how the UK needed to do better to make it more resilient.

The BBC's science editor David Shukman considers the lessons learned from previous flooding crises.
