The Papers: Monday's front pages

Freelance journalist Rachel Shabi and Daily Telegraph leader writer Tim Stanley discuss the morning's papers for the BBC News Channel.

They discuss what several papers describe as "confusion" over David Cameron's position on universal benefits for pensioners, such as winter fuel allowance and free bus passes.

Also on their radar is the Independent's exclusive interview with England's chief inspector of hospitals, who says most of the care he has seen so far is "good, excellent, even outstanding".
