How are school closures decided in bad weather?
More snow is expected in Scotland and northern England on Tuesday, and hundreds of schools are expected to remain closed.
Councillor David Simmonds from the Local Government Association said head teachers did their best to make sure schools stayed open, but they were in a difficult position.
''Head teachers are probably damned if they do and damned if they don't - they're going to make the best decision they can,'' he said.
