Child arrests: Bad parenting or bad policing?
More than 2,000 ten and 11-year-old children were arrested in England and Wales in 2011, according to the Howard League for Penal Reform.
It says that on average six primary school children were detained every day and young people are getting criminal records for just being "naughty".
BBC Radio 5 live Breakfast spoke to Nathan John, the founder of Youth Enlightenment, a charity that supports young people.
