Hillsborough: 41 victims 'had the potential to survive'
Forty-one victims of the Hillsborough disaster "had the potential to survive", according to a member of an independent panel whose report into the tragedy has been published.
Dr Bill Kirkup told a press conference that it was not possible to say how many of those people would have been saved under different circumstances.
The report found that South Yorkshire Police and the emergency services made "strenuous attempts" to deflect the blame for the crush which killed 96 football fans at a 1989 FA Cup semi-final.
