Loughton: Poor children's homes 'need to get act together'


Reforms of the residential care system in England to protect children from sexual abuse have been announced by the government following a report into child exploitation.

Children's Minister Tim Loughton and the Deputy Children's Commissioner for England, Sue Berelowitz, discuss whether plans for better regulation of the care system will work.
