Watford bank eyewitness: 'I saw the bomb squad arrive'
Hertfordshire Police have said a man has given himself up following a four hour stand-off with armed officers at a bank in Watford.
The area around the Co-operative Bank had been cordoned off to protect the public. A man has now been arrested.
Eyewitness Ron Miller who runs a florist shop opposite the bank described what he saw before the arrest.
