UK space sector 'on the up'

If you want to get a sense of how good the British space sector feels about itself right now, take a look at the shiny new building that's just gone up on the Surrey Research Park.

The Kepler facility is a major new centre for the production and testing of satellites. It's where the first big batch of operational spacecraft for Europe's Galileo sat-nav project is being assembled - a total of 14 satellites.

There are other platforms in various states of readiness - for Kazakhstan, for Canada, Russia, China and the UK.

The building represents must-have capacity for Surrey Satellite Technology Limited (SSTL) which has now outgrown the cleanroom area - workspace with a controlled environment to minimise contamination - on its existing site in Guildford.

Leaving aside the UK's investment in Galileo, key upcoming British projects to be put together in the Kepler facility include a novel radar satellite called NovaSAR, and a spacecraft to demonstrate the smartest new ideas in space technology, appropriately called TechDemoSat.

The latter is farther along in its build and, although it might not look like it right now, should be ready for launch this year.

Kepler was officially opened by European Space Agency (Esa) Director General Jean-Jacques Dordain, alongside Universities and Science Minister David Willetts.

The minister has been banging the drum for space ever since he came to office. The coalition government considers the sector to be a "winner" - one that can help put "UK plc" back on track.

Space has been one of the few areas of the economy to experience continued growth, even through the recession, and the Kepler building is a clear symbol of that upward trajectory.

As I've written before, government and industry now have a joint plan to push the sector forward, and Mr Willetts has been steadily ticking off the boxes in a checklist that broadly follows the recommendations in the Space Innovation and Growth Strategy (S-IGS) published in 2010.

This document laid out the path it believed could take the UK from a position where it currently claims about 6% of the world market in space products and services to about 10%, by 2030, creating perhaps 100,000 new hi-tech jobs in the process.

Key S-IGS recommendations implemented so far include the establishment of the UK Space Agency (UKSA).

Government support for NovaSAR and TechDemoSat are ticks in the boxes that called for investment in Earth observation and R&D.

Other ticks go next to the International Space Innovation Centre (Isic) set up at Harwell, Oxfordshire, and the Catapult Centre in Space Applications at a yet-to-be decided location, although quite possibly alongside Isic. These institutions are very much industry-focused and will seek to foster near and far ideas and bring them to market.

"The story of Surrey Satellite Technology Ltd for me is an absolute model," said Mr Willetts.

"It began in the labs of Surrey University and then became a full-blown space business.

"It has grown and grown, and now has hundreds of people working for it. So this is an example of how successful businesses can be spun out of university research, and it's now become a key part of the British space sector.

"I hope as you look back over the first 18 months of the coalition that you will see that we are absolutely committed to the space sector as one of the key sectors that can re-balance the economy, as we escape from dependence on financial services, and as we remind ourselves of our strengths in science and innovation."

There is, however, a big box looming that many people are now wondering how the minister will tick, and this is the S-IGS recommendation that government substantially increase its subscription to the European Space Agency.

At present, the UK is the fourth largest contributor (260m euros/£215m in 2012) behind Italy (350m euros), France (717m euros) and Germany (750m euros).

All 19 member states of Esa will meet in November to agree programmes and budgets for the next three to five years. The last round in 2008 was valued at some 10bn euros, but at that stage the economic situation was nothing like as bad as it is now, and the euro crisis had yet to show itself.

Nonetheless, Mr Dordain expects to put a bold programme before the Esa family at the end of the year that he hopes will invigorate the hi-tech sector across Europe.

"I am shooting for more," he told me. "Obviously, it's the member states' decision but we have so many good ideas that I shall make ambitious proposals at the ministerial meeting.

"But, as I keep saying, I don't live on a different planet - I understand the economic situation, and that's why I am taking actions to make Esa more efficient. However, the current situation is not a reason to be pessimistic about the future."

It is of course in the nature of the space industry that one of the biggest customers for its products is government.

Look at the satellites in preparation in the new Kepler facility and many of them are heavily dependent on tax-payer money. Galileo is the classic example - a European Commission project being procured on its behalf by Esa. So, money invested in Esa is money that will come back to the UK in the form of contracts for companies like SSTL.

Colin Paynter is the UK chief executive officer for Astrium UK, which like SSTL is a subsidary of EADS Astrium. He's hopeful the UK will arrive at a meaningful settlement on its Esa subscription after looking at individual business cases in Earth observation, remote sensing, communications and so on.

"I think we have some good business cases," he said. "So, I'm fairly optimistic that the government will come forward with a reasonable financial package at the Esa ministerial.

"We would certainly hope the government would take the long-term view because these are commitments that will be cashed out over a long period of time, and we all hope that the economy recovers over that period."

    This is a "Technology" story. (The clue is in the name SSTL.) Why is it mis-filed under "Science & Environment"? Will the BBC never learn that "Technology" extends beyond Facebook and computer games?

    This is great news, a real boost to our economy and our country's future but, when are we going to start taking advantage of the vast economic potential of Space Base Solar Power.     Oh, and government knows just how to do that, do they? Then why didn't they do so before? And which part of the other 94% are just going to admit defeat? Sorry to be so negative, but we've heard it all before. The UK just hasn't liked science & tech industries for decades.

    Gort2012 Cost of local resources.
    In 10th and 16thC America the Vikings and, later, English settlers were heavily dependant on supplies from Europe, carried in very expensive ships.
    In space the problem is that all supplies from home have to be lifted out of Eart's gravity well. In both cases, a very strong incentive to use local resources as quickly as possible

    High tech manufacturing is exactly what UK should be doing - we don't have to compete with developing economies if they simply aren't capable of engineering the components and satellites. UK should at least match the French & German input into ESA to ensure we get more of a say on how the money is spent, and a bigger chunk of the contracts to actually build the technology. It will pay for itself.

    The aerospace industry is one of the best examples of what British industry could achieve with proper funding and encouragement

    High tech is sadly not popular with the the folks in the "city", but with cheap manufacturing in many areas dominated elsewhere around the globe, this could put the UK back on the map as a world leader

    Gort2012: Where is the creation of wealth?not space tourism.

    Ever heard of Virgin Galactic? Then there is Bigelow with their space habitation / hotel, and SpaceX to get us there. Even without tourism, there's commercial interests far beyond the commercial satellites that make loads of money. Mining the asteroids, no more far fetched than going to the moon.

    I'd acknowledged that living on planets changes things.

    But economics of space is complex and not comparable to Americas until that point the cost of local essential resources will always be less than bringing them from another planet.

    Once a self sustaining space infrastructure is in place your asteroid has local value. Consider how American land only gained economic value by our standards after Europeans started living there. If Gort2012's argument were valid America would never have been colonised.
    Alas, realistically; no bucks, no Buck Rogers.

    Exploration requires the intangible benefit to create financial worth for a commercial model. How do you trade exploration?

    Resources in space have a value but economics will only value them w.r.t. to Earth. To transport Martian rock to Earth to build a house adds no value to the rock and uses resources that do have worth.

    Discovery can be invaluable but tourism doesn't increase £

    #5 The types and amounts of resourses in the asteroid belt would likely be more than enough to drive the economy of space exploration. Not in a gravity well so VASMIR drive types being tested now would be ideal. The belt has potentally a whole planet of resources (Not just the thin crust we use here) so is definatly worth checking if nothing else

    Fusion rockets are exactly the kind of technology needed for mass space transit - tourism, exploration, colonisation, industry & mining, scientific work. Weight limits arbitrary.
    With a specific impulse of up to 40 seconds a fusion rocket could fly to the moon land and return to the Earth 8 to 10 times without refuelling. A trip to Mars takes roughly a week, a trip to Jupiter 6 weeks.

    I'm not advocating fusion rockets by the way - they are merely a good example. -About the best space drive in terms of most variables, but are a long distance in the future, a vast amount of research and money away. There are many other easier solutions out there - for instance Skylon, or nuclear rockets.

    I admire the technological vision - but I have questions to how the economic model would work. Taking resources from Mars back to UK? Where is the creation of wealth?not space tourism.

    Other than discovery, communication, stopping NEOs - I only can see habitation of other worlds or FTL sustaining the economics.

    Space is a strange industry, until it crosses an massive technological wall most of it will always be too expensive for private enterprise.

    I could suggest that say the development of fusion rockets is the key to massive commercialisation - but we will never get there until we build up the need to build them. Its like chicken and egg, it costs billions to make the first egg without a chicken.

    It might be "rocket science" and not crashing into Mars but a highly subsidised business not exactly a driver to UK recovery.

    More investment in sci & infrastructure is needed closer to home if we're ever to conquer space

    Why does it seem that countries with two cents to spare want to get into space - asteroid coming, fear of nuclear war, tsunamis, solar flares...There is so much space junk up there, I'd make priority clearing the attic. It's only a matter of time before 2 or more "satellites" or whatever collide. This is exciting stuff, but it's only (at best) 6 of UK technology - to be pushed to10%, by 2030.

    The country may be doing down the pan in some areas but Aerospace continues to develop, innovate, and succeed in areas that contribute towards our economy. A great sucess story.
