Manchester Airport has said it will charge passengers to use luggage trolleys from April.
The airport said it was replacing existing trolleys with a new fleet, which will cost passengers £1 to use.
A spokeswoman said the fees had to be introduced as a result of reductions in air fares and the need for continued investment.
Manchester is the UK's fourth busiest airport, but says that only 5% of its passengers actually use its trolleys.
Last month, it unveiled plans for a £659m business park around the airport, which it is hoped will create 13,000 jobs.
