Perry, who hosted the show in 2008 and 2009, has tied with Lady Gaga for the most nominations, with a total of five.
The singers will go head to head in four of the five categories they have been nominated in, including best pop, best female, best song and best video.
Eminem has received four nods, while rock bands 30 Seconds to Mars and Muse have bagged three nominations apiece.
R&B star Usher has also picked up three nods in the best pop, male and song categories.
In the best new act category, Justin Bieber, B.o.B., Jason Derulo, Ke$ha and Plan B will compete.
