Should there be a limit to the number of children in a school who do not speak English as their first language?

With immigration a central issue in the current European election campaign, some are asking how best to educate those who do not have English as their mother tongue, and what impact it has on the other pupils.

The BBC's Local Government Correspondent Mike Sergeant has been to Brent in North West London - where diversity is said to be higher than anywhere else in the UK.
