Brazil urges businesses to become officially licensed

In Brazil, many small companies work outside the formal economy.

In an attempt to raise tax revenues, the government has decided it needs to encourage more of these businesses to play by the rules.

The BBC's Paulo Cabral reports on the efforts to persuade hundreds of thousands of small entrepreneurs to make the jump from the black economy.
