Philippines energy auction amid rising tensions

The government in the Philippines is considering bids to explore for oil and gas in the South China Sea, including in areas claimed by China.

Despite the risks of rising tensions over the competing territorial claims, the Philippines has a clear need for new energy sources, as the BBC's Kate McGeown reports.
