Crackdown needed on cash payments for services
The Treasury Minister, David Gauke, has said it is morally wrong to pay tradesmen in cash in exchange for a cheaper deal.
He believes it encourages some people to avoid declaring the income and paying tax on it.
Paul Lewis, from Radio 4's Moneybox, told 5 live's Tony Livesey that if you accept a cheaper deal in cash, "you are complicit" in a worker breaking the law.
