The Prime Minister, David Cameron, has announced a parliamentary inquiry into the banking sector following the Barclays rate-rigging scandal.

He told the House of Commons that the manipulation of inter-bank lending rates had been a "scandal".

But the Labour leader Ed Miliband called for the inquiry to be independent of bankers or MPs.

Robert Peston reports.
