George Osborne: How were banking failures allowed?

The Chancellor, George Osborne, has made an emergency statement in the Commons about Barclays bank, after it was fined £290m for deliberately fixing the lending rates set between banks.

"How were such failures allowed to continue undetected and unchecked?" he said.
