China defends its rare earth export quotas
China has published a robust defence of its quota policy on the export of rare earths - key ingredients in a wide range of high-tech gadgets.
In a white paper, the government said its controls are for environmental protection.
China also promised to step up regulation and strict enforcement of its export quota.
