Bank lending: Small business 'pessimistic'

How are small businesses reacting to the new government plan to stimulate bank lending?
Ian Roos, executive chairman at Scarletts Fuel Solutions based in Colchester in Essex, told The World at One that the plan sounds good in principle but he was pessimistic it would deliver results.
"We still need to go to a bank," he said, where it is "almost impossible" to get an overdraft or a loan.
