EU budget rise plans cause controversy

The European Commission is expected to call for an increase of close to 7% in its proposed budget for 2013 which would amount to $100bn extra.
But with many EU nations having to adopt strict austerity measures at home, some governments feel the Commission should scale down its spending plans.
