Minimum wage is worth less than in 2004, says report

The national minimum wage goes up to £6.19 this year but it would still be lower in real terms than it was in 2004.
Resolution Foundation suggests the rise is the third below-inflation increase in a row.
The think tank adds that a rethink is needed to get the most out of it.
