Kuwait's citizens get $3,500 cash handouts and free food

Kuwait is giving every citizen a $3,500 handout, in a move that highlights the divide between the oil-rich Gulf and the rest of the Middle East.

However questions are being asked if it is a generous gift, or a ploy to win government support.
