US spying justification questioned by European delegation

European politicians, in Washington to investigate claims of mass surveillance by America in Europe, say US explanations that all allies spy on each other, are not enough.

Head of the delegation, British MEP Claude Moraes, said it was not acceptable to dismiss what he called "friend-on-friend spying" as normal.
