Clarke: Leaving EU would be 'very, very reckless'

Conservative MP Ken Clarke thinks his party should 'move on' as David Cameron prepares to publish a draft bill on an in-out referendum on the EU.

Many Tories are unhappy plans for a referendum were not mentioned in the Queen's Speech, and will try to amend it in a debate on Wednesday.

But the prime minister says the party will instead publish a draft bill later on Tuesday.

Mr Clarke, who is the government's minister without portfolio, said that the bill underlines the government's commitment to a referendum.
