London councils deny setting targets for parking tickets

A BBC investigation has found evidence that some councils are including hourly and annual ticket issuing rates in contracts with parking enforcement companies.

Setting targets for fines is against the law, but the authorities involved insist they are allowed to forecast ticket numbers, and say they are not doing anything wrong.

Keith Doyle reports.
