The difficulties in setting up a no-fly zone

Establishing a no-fly zone in Libya requires the right authority and would be a "complicated decision", Professor Mervyn Frost from King's College London has told the BBC.

The head of war studies at the university said it would be difficult and could take "quite a long time" to establish and authorise.
