Special measures regime 'can help failing care homes'

A system of special measures can prevent failing care homes from having to close, Sir Michael Richards has said.

The chief inspector of hospitals told the Today programme that a similar scheme for failing hospitals in England, introduced by the Care Quality Commission, had led to improvements in all but one of the 11 trusts initially placed in special measures.

He said that the extension of this system for care homes and home care agencies next year would yield similar benefits.
