LGA: Personal care budgets 'well on the way' to target
Councils in England are being accused of failing to meet targets for the provision of Personal Care Budgets, in a report by the Audit Commission.
Under the scheme, adults who need care have been able to apply for council funding which they can then spend on the services they want.
Councillor Richard Kemp from the Local Government Association told BBC Breakfast that most councils were on the way to meeting the target and accused the Audit Commission's report of being "out of date".
