Top universities still have degree course vacancies
Universities Minister David Willetts has defended the government's higher education policy after it emerged that some of the UK's top universities still have vacancies on their degree courses.
University leaders say changes to the funding system in England mean students who wanted to go to a good university and had the right grades have not been able to.
But Mr Willetts told the BBC it was "giving more students their first choice of university than ever before."
