Lord Carlile on torture inquiry announcement

David Cameron has agreed the terms of a judge-led inquiry into claims British agents were complicit in the torture of terror suspects, the BBC understands.

The inquiry must be "transparent", but not necessarily completely "public", Lord Carlile, the government's independent reviewer of anti-terror legislation, has said.
