Unemployed young people in the Isle of Man are to have their benefits reduced.
Social care minister, Martyn Quayle, said he wants to ensure that people with jobs will be better off than those out of work.
Proposals will be put before Tynwald to cut income support and jobseeker's allowance to the under-25s.
The system, which is also being introduced to meet budget cuts, will cut claimants' benefits further if they are not actively seeking work.
Mr Quayle said: "The department under previous ministers has always sought to strive to provide the available resources in the best way.
"Certainly the financial challenges we face have concentrated people's minds even more so to deliver the best services possible for the best value."
