Kevin Costner tells Congress of his oil spill plan

Actor Kevin Costner has appeared before a Congressional committee, who are investigating the Gulf of Mexico oil spill.

Costner and his brother, who is a scientist, have been developing a machine that they claim can separate oil from water.

Isolating the oil before it hits land is the cheaper way to clean up a spill, according to Costner.
