Local food producers feel "unsupported and isolated" even though help is available to them, Highland Council officers have suggested.
Officials carried out an appraisal of food and drink producers on behalf of the Scottish government last year.
In a report to Highland councillors, they said many of the small firms contacted were unaware of support available through the Business Gateway.
Last year saw the Highlands and Islands Local Food Network (HILFN) wound up.
The network said it could not continue after Highlands and Islands Enterprise withdrew its funding.
In the report to Wednesday's land, environment and sustainability strategy group, Highland council officers said producers wanted access to funding, marketing and technical advice.
The officers said many were unaware of support available through Business Gateway and have suggested a campaign to raise awareness of the government-backed scheme.
