Policies more than personality or party were the key factors in the choice of candidate, according to 1,000 people involved in the survey. Council tax, anti-terrorism and the environment also figured highly in the London Policy Institute's (LPI) study. Respondents said the congestion charge and preparation for the 2012 Olympics were not significant issues. James Morris, director of LPI which describes itself as centre-right, said the survey was "a barometer for London's policy makers as to what Londoners really care about". He said that by encouraging debate and discussion among people who "genuinely care about London and its residents", they hoped to establish policies that met its needs "now and in years to come". The mayoral elections are scheduled for 1 May 2008.
