West Lindsey District Council could soon take over civil parking enforcement in the district. If plans are given the go ahead, it would mean parking offences would be no longer be a police responsibility and therefore decriminalised. They would instead fall to Lincolnshire County Council. Police will no longer be responsible for placing Penalty Charge Notices on vehicles breaking parking rules, instead, Civil Enforcement Officers will take over this role and the fines would be classed as a ‘civil debt’, rather than a criminal fine. This will also mean that proceeds would then go back to the county council.
