By 2010 it's expected to be the first British city to have a majority non-white population. Maxwell tries to find out if the planners and architects are taking this information on board. There's one way to judge the scale of a city's regeneration – to count the number of cranes which dot the skyline. In 2006, one city was way ahead of the rest in the annual 'crane count' – Leicester.
