The citizens of Leicester will forget about the waterfront, and its despised ring road. Maxwell soon finds out that Leicester's population is changing drastically.
By 2010 it's expected to be the first British city to have a majority non-white population. Maxwell tries to find out if the planners and architects are taking this information on board. There's one way to judge the scale of a city's regeneration – to count the number of cranes which dot the skyline. In 2006, one city was way ahead of the rest in the annual 'crane count' – Leicester.
