Harold Best, the MP for Leeds North West, has lived in Headingley for 40 years. And it's not the place it was when he moved in. According to Mr Best, the blame lies with the universities, the landlords and the drinks industry.

He says: "The community has degenerated due to the expansion of student numbers at the two universities."

"When the universities were first built they didn't plan for the increase of student numbers that has occurred over the years.

"The students are not to blame for the destruction of the area."

More problems
Mr Best says the continued expansion of the universities in Leeds is only going to cause more problems: "When you plan to make it worse you should be seen for what you are - reckless."

He also wants his fellow MPs to take action.

"The issue is finally receiving national acknowledgment. There is currently a bill put forward by Des Turner MP, which among other things is asking for legislation on licensing of shared houses.

"I have campaigned endlessly for the registration of shared houses and try to persuade people we must tackle the problem of degeneration head on. However this is difficult when no help is offered from the universities."
