오늘은 운전 중 속도 위반에 대해, 특히 속도 위반하는 차를 멈추는 것에 대해 이야기를 나눠보겠습니다.

Sian
Well, I can't think of anything more important. We need to do more to make our roads safe.

Tom
I agree that it's an important topic, but don't you think our roads are safe enough already?

Sian
What!?

Kee
워! 시작부터 그러지 마세요. 자, 주제에 들어가기 앞서, 오늘의 질문을 드릴게요. World Health Organization 조사에 따르면 다음 중 어떤 나라의 도로가 가장 안전한가요?

  2. 에티오피아
  3. 한국

Tom
That is a tough one! But I'd say the roads in the UK are probably safer than the roads in those other countries.

Sian
What makes you think that? I hear stories of hit-and-run crimes all the time, and most of these accidents occur because the drivers are speeding.

Kee
Hit and run은 뺑소니치다 입니다 Sian, 그런데 이 문제가 그렇게 심각한지 몰랐어요.

Tom
Thank you! Hit-and-run crimes are a serious problem, but I think that all the speed cameras and all the speed bumps are effective deterrents to speeding cars.

Kee
Deterrent는 제지하는 것 입니다

Sian
Fine, I'll admit that there are many speed cameras in London, but do they really act as deterrents? What's the punishment for speeding cars?

Tom
Well, they get fined, they have to pay quite a bit of money and I’m not sure really…

Sian
See, that's the problem. These speeding cars could cost someone's life, but I'm not sure that the punishment fits the crime.

Kee
Punishment fits the crime 은 처벌이 범죄에 적절하다는 뜻 입니다.

Tom
I admit – I might be starting to change my view on things. Maybe, in this case, the punishment doesn't fit the crime.

Kee
그럼 BBC World Service의 Worldhacks의 한 부분을 들어봐요. 두 진행자가 속도 위반하는 차량의 문제를 해결하는 새로운 방법에 대해 이야기 합니다.

Dougal Shaw
Around the world one and quarter million people die each year as a result of road accidents. Speeding is responsible for around a third of all fatal accidents, and it's an aggravating factor in all accidents. In other words, the faster the vehicle's going, the worse the people's injuries will be.

Harriet Noble
Dougal, tell us then. What is this new novel solution to the problem of speeding vehicles that you found?

Dougal Shaw
Okay, Harriet. What if you let local volunteers take matters into their own hands? Devolve the power of speed detecting from the police to the people. Let them become the part of the solution.

Tom
I’m not sure about this. Why should we have to do the job of the police?

Sian
I think it's a great idea. Police alone cannot solve this problem, so why not allow the people to take matters into their own hands?    

Kee
Take matters into their own hands는 문제를 해결해야 하는 사람이 안 해서 자신이 직접한다는 뜻 입니다. Sian도 이런 방법에 관여하겠어요?

Sian
Sure, if we all got involved in helping the police, our roads will be much safer! Talking of which, can you tell us the answer to the quiz?

Kee
네 그럼요. 인도, 에티오피아, 한국 중 도로가 가장 안전한 나라는 한국 입니다.

Tom
OK, so what about the UK?

Kee
네, 같은 조사에 따르면 영국 도로는 세계에서 세 번째로 안전하다고 해요.

Tom
Ah, you see! I knew it. Third safest is pretty good!

Sian
Well that's good news, but we can still do more. Shall we go and volunteer in that programme to catch speeding cars?

Meaning & Use

hit-and-run [adjective]

Hit-and-run describes a car accident in which the person responsible for the accident drives away immediately and doesn’t take responsibility for their actions.

  • The hit-and-run driver received the maximum sentence of 10 years.
  • Many parents are worried about the rise in hit-and-run accidents near the school.

fit [verb]

We use the verb fit to describe things which are an appropriate size.

  • The new shoes I bought fit me perfectly.

When we say the 'punishment fits the crime', it means that the criminal punishment is appropriate for the seriousness of the crime.

  • Many people were upset that the hit-and-run driver only got a driving suspension. They didn't think the punishment fit the crime.
  • Ten years in prison for stealing some bread is too long! The punishment doesn’t fit the crime at all!

to take matters into your own hands

If you take matters into your own hands, it means you take independent action to solve a problem.

  • Even if you think the police are not doing their job properly, you shouldn't take matters into your own hands.
  • Right, that's it! If he's not going to sort this out, I think we need to take matters into our own hands.
