Can someone explain what the words 'Who could have thought it 1890' mean on one of the houses on the main road in Blacko?Thank you

A lovely nostalgic web walk. I went to Blacko School and the Sunday School nearby in the late 1940's until 1955. I now live in Southern Brittany but have very happy memories of wandering homeward from school via water meetings to Higherford. I also remember the cross country runs from Colne Grammar Scool, along the canal bank, up to the Cross Gaites and back down the fields.
