BBC One Scotland complements the networked BBC One schedule by providing mixed-genre programmes which appeal to mainstream Scottish audiences and which displace or replace content otherwise available on BBC One. The service provides Scottish viewers with programmes that reflect and support Scottish culture, identity and heritage, and it is the BBC's primary outlet for television coverage of major Scottish events.
BBC One Scotland provides a broad range of distinctive television content that reflects the diverse nature of Scotland and Scottish culture and heritage for audiences in Scotland. In particular, it provides accurate and impartial news services. Its current affairs output documents civic and political life, provides context for Scottish issues, and facilitates debate. BBC One Scotland provides a platform for special events of particular significance to mainstream Scottish audiences.

Details of statutory quotas and other obligations to be fulfilled by BBC One, in conjunction with other BBC services, are included in the master Statement of Programme Policy for BBC One. BBC One Scotland will work with the network service to meet these requirements as appropriate. In particular:
Reach: BBC One Scotland should contribute towards the maintenance of combined BBC weekly reach for all BBC services at over 90% by aiming to maintain its own weekly reach.
Quality: Audience approval of BBC One Scotland and perceptions of it as high quality and innovative. Also, the proportion of originated programmes across all hours (including repeats).
Impact: Audience perceptions of BBC One Scotland as engaging and challenging.
Value for money: BBC One Scotland's cost per viewer hour.
In addition to the conditions and commitments outlined in this annex, BBC One Scotland will contribute as appropriate to the fulfilment of a number of statutory commitments for the networked BBC One service as described in the master Statement of Programme Policy for BBC One.
