1Xtra plays the best in contemporary black music, with a strong emphasis on live music and supporting new UK artists. The schedule also offers a bespoke news service, regular discussion programmes and specially commissioned documentaries relevant to the young target audience (15-24 year olds), particularly - although not exclusively - those from ethnic minorities.
1Xtra brings together the full range of contemporary black music and culture, driven by the needs of its target audience. Daytime programming will offer a wide range of music from all relevant black music genres, with specialist programmes during the evenings presented by leading DJs in their field. Live music will be a key part of the schedule. Speech output - including news - will aim to be relevant to our listeners.

Stimulating creativity and cultural excellence
The 1Xtra schedule offers a music mix designed to authentically reflect modern black music culture. We seek out the latest forms of black music and expose them to a wider audience than before. Live music is key to our proposition, and we broadcast events from venues across the UK, as well as exploring the black music scene abroad.
1Xtra strongly supports new musical talent, particularly from the UK, and we are committed to finding the next generation of music presenters.
We will showcase new and unsigned artists in the weekly Homegrown programmes, and broadcast a special week of programming exploring the international reggae dancehall scene.
In 2007/2008 we will:- Ensure that at least 70% of the music we play is new (7).

- Broadcast at least 50 live music events.
- Contribute to BBC Radio's commitment to commission at least 10% of eligible hours of output from independent producers.

Sustaining citizenship and civil society
1Xtra offers a tailor-made news service for its audience through its hourly TX bulletins and the weekday magazine show, TXU, which provides coverage and analysis of national and international issues to an audience who may consume little news elsewhere. This year we will undertake a review of TXU with a view to relaunching the programme to better reflect the needs and wants of the target audience.

Representing UK's nations, regions and communities
1Xtra provides a national focal point for fans of all genres of black music throughout the UK, bringing together different audience groups through a shared passion.
We will continue to provide our unique range of genres throughout the schedule, including this year extensive live coverage of the Leeds Carnival.
Bringing the UK to the world and the world to the UK
While 1Xtra is committed to UK music, we are also committed to bringing listeners the best non-UK origin black music, in particular relevant US genres.
Our output will include a dedicated weekend of programming from around the UK focusing on artists featured in Homegrown, as well as a weekend of special programming focusing on the dominant hip hop music scene.
Promoting education and learning
1Xtra is primarily a music network, but we also provide some opportunities for informal learning through bespoke documentaries, information and advice relevant to our young target audience. Social action also features in our schedule - we plan to run a campaign focusing on matters of sexual health and education.
Emerging communications
1Xtra is a digital radio station. It is available on DAB and via digital television, and is streamed on the internet. Some programmes are available for download after broadcast, extending the life of the programmes by making them accessible to listeners for whom a linear schedule is not convenient.
Reach: 1Xtra should contribute towards the maintenance of combined BBC weekly reach for all BBC services at over 90% by aiming to increase its own weekly reach, particularly among its stated target audience.
Quality: Audience approval of 1Xtra and perceptions of it as high quality and innovative. Also, the proportion of originated programmes across all hours (including repeats).
Impact: Licence fee payer awareness of 1Xtra and audience perceptions of 1Xtra as engaging and challenging.
Value for money: 1Xtra's cost per listener hour.
