Penstemons are better known as summer-flowering border perennials, but the genus includes a few woody shrublets which are perfect for rock gardens and front-of-border positions. P. heterophyllus is the best known, a violet-blue flowered and variable Californian shrub that has given rise to many colourful varieties. 'Heavenly Blue' is one of the most colourful, with rich mauve-blue flowers, long and typically penstemon-shaped, covering the dwarf plants in dense masses. These blooms help to attract beneficial insects to the garden.Plants are very hardy if grown in full sun and very well-drained soil.
