No, this would be a serious breach of copyright. There is, however, official Doctor Who material on YouTube from the BBC, link below:

As it is copyright material, we can not endorse its use. We are aware that several websites do so without our permission they, do this at their own risk.

No, as it is copyright material this too would be a breach of copyright and is not allowed.

If the material is only going to be used within your work and available only to you or an examiner, then yes, you may. If the work is to be displayed, performed or distributed in any way, for commercial or non-commercial purposes, then this would be a breach of copyright.
