For questions which specifically ask for 2 reasons for something... if you give 3 will you be penalised ?

No, you won't be penalised, and it might even help. You can only get marks for two of the points, and the examiner will reward the best ones you have given. So, if you give three you have a better chance of two of these being good enough to score the two available marks.
