Episodes of Open All Hours are currently being shown in an evening on G.O.L.D. so presumably they hold the broadcasting rights to the series

Are the BBC really to be criticised for not having foreseen catch-up streaming decades into the future
I've noticed that the cutoff point for whether older shows are reliably available on the iPlayer or not seems to be around 1995 -- a lot of years before the iPlayer was launched, but about the point where securing online rights for possible future use would look like a good idea.
