Please, which is more common answer, and what about the other one?
Who's that man? "It's or He's" the new manager.

You can say:
"That's the new manager".
"It's the new manager".
"He's the new manager".
The use of 'he' isn't necessary. You have already been informed that it is a man.
What's more common? It's a toss-up.
