Problem with sync rights under WMP11

  I am having problems transfering video downloads to my PDA (HP iPAQ 114 running Windows Mobile 6.0). I am using iplayer on IE7, Vista SP1, WMP11.
  
  On the iplayer website I choose download for portable devices and choose to save the file. After the download is complete the properties of the file show a license tab but it is blank. I start WMP and drag the file into the library and it plays fine. If I now look at the file properties in WMP the license shows "You do not have rights to play this file" and also "This file cannot be synchronised". (So why does it play OK?)
  
  When I click on synch and drag the file into the synch pane I get a little blue icon saying
  "No synch rights" and it will not synch.
  
  (It is just the same if I dowload using Firefox.)
  
  If I attempt to transfer the file to the iPAQ directly using Explorer and a USB connection then I get a message "cannot copy - the device has either stopped responding or been disconnected" although other (non iPlayer) files transfer OK. However if I plug the iPAQ SD card into the computer card reader then I can copy the file across. If I then put the card back in the iPAQ and play the file WMP Mobile goes online and gets a license and the file then plays OK. (Obviously the iPAQ needs to be online via WiFi to do this.) So this is a workround.
  
  This is on my main desktop. I also have a laptop running Vista/WMP11 and it displays the same problem.
  
  On another laptop running XP SP3 and WMP11 I have exactly the same problems. Except on this machine I can transfer the file directly to the iPAQ using Explorer and a USB connection.
  
  However on another laptop running XP SP3 and WM10 everything seems to work OK. With the file dragged into WMP its properties show that I have synch rights. However I haven't tried synching with the iPAQ because it needs Activesync 4.5 and this machine has Activesync 4.3 which I want to retain for compatibility with an older iPAQ.
  
  It thus looks likely this is a WMP11 problem. Could it be connected with the way WMP11 deals with licenses? It seems to be different from WMP10 because WMP11 Help says: "This version of the Player does not permit you to back up your media usage rights." Whereas you can in WMP10.
  
  Although I am using an iPAQ I think all this would apply to any other mobile device since the synch rights warning appears even without connecting a device.
  
  Since I have found the problem on three different PCs it seems that this must be a generic problem and not just something caused by a random set of circumstances on one particular machine.
