SUFA stands for Social Union Framework Agreement. It is the tool by which all Canadian governments except Quebec province's, are revamping the national social safety net. It was signed in 1999 and every 3 years there is a review of the work in progress. The following is the submission that I sent in the review of Feb 2002.
LETTER for SUFA review
Dear SUFA,
When you were born in 1999, the human race was not aware yet of the global mess that was to re-enforce all economic and political dynamics on earth in the hands of the war lords. Western world war lord or others, dear SUFA, you are now in a league of your own!!!
You now stand alone in the world, as the one Canadian initiative with the potential to rise above all the forces at work to drag the human race down to it’s worst animal instincts. The frame working its way to circle humanity in a military climate of “ armed terror versus armed security” requires a separate agent that will remind the human race that such climate is only needed if we make it so.
The picture is now bright and clear for all to confirm that the very nature of the human race itself is animal first and called to become spiritual. The progress of human civilization itself is the ongoing response of humans to the call out of the animal and into the spiritual. That is the one embellishing process that binds any and all nations that carries on through the centuries.
I dropped out of high school to pursue that embellishing process. What I bring to you dear SUFA is a journey through the bowels, in the history of your very existence. The writings I am sending you are the freeing enterprise I’ve learned along all that is good about you and in spite of the ignorance left to conquer.
Without going in any details, I and my family are a prototype of a “case” that lives right on the front line of where the question marks are for the policy makers. Our experience forces us to see that there is a fundamental approach that must be massively addressed by all concerned institutions and individuals. We cannot go on with contradictory operational definitions in all matters of social functions the way it is now.
The main definition of human living to be fixed and that will provide the ground to rally and to reconcile the operational definition syndrome is the word INDEPENDENT. The human experience begins from the joining of two and lives on to become autonomous through inter-dependency; the independent drive opposes such autonomy. For you to address the word independent and to replace it at the basic level of Canadian function, dear SUFA, will provide Canadian banking and politics, the landmark Canada needs in order to join in as the facilitator of globally going from animal to spiritual humans.
In the global context, Canada is a young baby blessed with a population that has been cultivated to protect such embellishing process. To aim for anything less than to secure and promote this process would demonstrate dear SUFA that you are shying away from the lead role you are created to facilitate.
Social Union Framework Agreement must expand to become the “Human Union Framework Agreement” and boldly move toward the consolidation of that Union with the rise of the “faculty of living”.
SUFA must accept to become a flaming torch of inspiration to feed the core of Canada identity, which lives on to bring about a citizenship who learned tediously the science of caring for each other and where individuals desire to practice the art of making peace a living reality.
Such a torch will serve to light up the path ahead to reach the universal life style of the united state of humans, without which America is rapidly becoming a global travesty.
All the elements needed to successfully go from SUFA to HUFA are in place in the current events of our national history and are ready to be assembled. They can all be found in the simple name “The Jean Chretien Family Project”. Transparency is the first thing that democracy is dying for and the retirement of Mr. Chretien will serve as the practical starting point to constitutionally regenerate peacefully from the confusion and the ignorant rule that lives on in the gap between private and public.
At the individual level, we need to develop the standard to assume the responsibility of growing in the acquisition of the taste and knowledge of health for the well-being.
Inspiration and the direction to promote the inspiration with are needed more than anything at this point in history and the rest of these writings aim to ignite the political will to achieve the move from SUFA to HUFA. It is an audio-visual project rising as a docu-dramatisation televised series that emerges on the air directly from a living context of cultural and social healing. This is so because U2 already has access, through inspiration, to about 2 billion hearts…!!!
So, dear SUFA, your review is a whole lot more than just another round of academic exercises. If you don’t accept the expertise of the ones you serve, like my family and that all you end up with is a re-enforcement of red tape to give the illusion of transparency, then you’ll have missed out on your reason to exist and Canada should dissolve in a hurry because all that will be left of us will be the climate of the “rat race” leading on to the “dog eat dog” and forced to please the war lords of the “new world order”!
ADDRESS TO THE ALBERTA JUSTICE SUMMIT
I come before you tonight from a background of 28 years of living among what the present justice system describes as the underground world. After a deep spiritual awakening at 16 years old, I spent 24 of those 28 years tending numerous individuals who had erred on the wrong side of life itself and as a gradual result, on the wrong side of the Law; by tending the causes that brought them on the wrong side of life, many have entered a healing journey that brings them in line with justice.
One important observation I wish to bring to your attention from my past experience in relation to the justice system is that the perception leading Louis Riel and his comrades to rise up against the established justice of his time is very much alive today. The same frustration from injustice that led them is now brewing in a much larger number and it is much broader in its cross cultural reach.
Today's method to vent such frustration is the underground economy. It is a good indicator of how real and powerful this Louis Riel type of attitude is. To consider the Louis Riel movement as a bunch of outlaws without giving due consideration to their cry for justice, until it was too late to talk, was the authority's mistake: we can't afford to repeat it.
During my 24 years I've had the opportunity to deal with people from near the top of society all the way down, below the bottom, far beyond the threshold of sanity. Equipped with a grade 10 to sail such uncharted waters I have grown very thirsty for a time of collective, sober reflection and I'm starving to see from such reflection the blueprint of a plan to build a model to demonstrate what a universal, healthy, just and peaceful community looks like.
The Alberta government is launching the courageous attempt to raise the issue of justice. Sometime between now and the summit, I hope that the members of the committee will come to see that the task at hand will not be achieved simply by fixing or by improving the legal system, but that what is also crucial is to heal the sense of justice.
Because of the amount of discontentment, the short term approach requires to look at the system within the present conditions. The medium term requires a commission to research a process to channel that modern Louis Riel phenomenon. This would involve a brain-storming process among the interested parties. This process would involve the creation of a non prosecutional zone. Such an endeavour would provide the "Louis Riels" to come and negotiate their translation from out of the underground into the daylight. This translation involves the chartering of the responsibilities and obligations to counterbalance the rights and freedoms.
The ones in the underground who would be against such a proposal do not have any "Louis Riel" in them. They are very few: very few but very powerful and their reign of terror and enslavement is far, wide and deeply reaching.
Alberta is young and determined but we are a child of a bigger family and our sense of justice and the structure we have for it is intertwined in the bigger picture. Therefore, the medium term approach, although done and sponsored in Alberta, must conduct its research with the national scope in mind. As a result of the commission's findings the interested parties will then be in a position to draw the blueprint I spoke of, providing the long term insight and direction needed to cleanse the system from the lies and their consequences in the history of our province and nation.
The charter of rights and freedoms opens up with two lines that say: "Whereas Canada is founded upon principles that recognize the supremacy of God and the rule of the Law". So far, since Mr. Trudeau brought to Canada the basis for our national justice, we have been so busy with the rule of the Law, that we left the preceding statement on the walls of our nation as a sort of an ornament collecting dust. As a result, we have entangled ourselves in red tape just to make sure that we really are free.
The origins of our judicial problems are historically rooted in a chemistry of agreeing to disagree and of mostly procrastinating the science of agreeing to a further date. Not knowing how to agree is the main cause for the Canadian society's ills from the family to the community, from the community to the province and from the province to the nation. Rights without responsibilities and freedoms without obligations is keeping us going in a downward spiral.
The medium and long term approach I'm suggesting could go a long way to heal such a constitutionally challenged state of affairs. This is why the key to my suggestion is to develop the practical applications of "the principles that recognize the supremacy of God". Based on our national history, it is clear that without His justifying process, there is no justice. Let's first discover justice from Him and learn to grow in our co-working with Him. Who knows? We might just be silenced by His glorious presence long enough to finally learn to agree.
To society, justice is a destination to be reached. To the individual, justice is a gift to be nurtured and cultivated. To government, justice is an expression of the authority that ensures the balance between the individual's growth and society's journey.

Marijuana Position
The talks are on officially in the Senate. A position will be adopted on how to proceed to allow the recreational use of marijuana. The choice has always been simple, when it comes to substances. It is a personal choice between re-creational use or wreck-creational use.
Economically and politically, the knowledge learned from the prohibition and legalisation of alcohol, has to serve to make sure the same mistakes are not repeated. Too much wreck-creation is taking place and the re-creation is mostly left to evaporate with the fumes.
The wreck-creation qualities are what rule in the underground, feeding the disease of addiction. The wrecking process usually starts out of curiosity, goes on for fun and, depending on a zillion factors of circumstances and personality, it becomes instituted as a “personal right to self destruction”, that builds into a personality trait that gets to rule really fast upon other traits. The speed at which it grows is fueled by the denial to the simple fact that: “if one does not enjoy life without stimulant substances, then there is a problem.”
In large majority, the users of cannabis seek out T.H.C. for the euphoric effect it produces upon the mind-nervous relationship.
It causes the double effect of anesthetizing what can be called the pain of living or cerebral rheumatisms or whatever one calls the difficulty to cope with the present in his life. It also stimulates the sense of perception.
When one learns to use it with prescribed discipline, without abuse, it becomes recreational in the therapeutic sense. It stimulates the acquisition of the taste for health.
I’ve seen al lot of people decrease their use to the point of elimination, after switching to that therapeutic transition. The first step if to determine what amount is needed to produce the “high” and not cause a “stone”. That is the core lesson to learn about its use, if we are going to NOT repeat the alcohol-legalizing syndrome.
If we are going to touch the marijuana issue officially, then lets do it with all the experience of the ones who have struggled through their addiction and made the transition successfully toward a balanced life. All must first create the framework to bring on the legalisation of re-creational use within the strict boundaries to stimulate the acquisition for health.
I can see some people needing to consume all their life because their taste for health can only be kept up with it. That’s fine, within the health context, not the wreck. I have yet to meet a consumer who disagrees with this position. Most can’t believe that common sense can, nor will prevail, so that makes it hard for them to be serious. The only ones that I met who are opposed are the ones who still believe that marijuana is evil in itself or, those who profit in the wrecking dispositions of the underground market of also the ones who fear them.
It is foremost a tremendous opportunity to launch a local “national citizenship retreat”. A time to reach the acceptable disposition locally, to transfer the global resources that go in the war on drugs, into the retreat and its spin offs.
The first wave of the movement needed is: “the healing of the meaning”. This is the exercise to establish the cultural process for the refining of thoughts, living and relating.
The healing of the meaning is the discipline of drawing near for the purpose of contracting and bonding, as opposed to talking to keep our distance from each other.
Once engaged to heal the meaning, any conversation we enter, is to see each other through to communion. Agreeing to disagree is the bottom line below which, we can never allow any dynamics to reach. Canada is already built on that. What’s left to achieve, is the culture to consolidate the consensus process.
Well executed, as the transition from the “wreck” to the “re” sets in, it has the potential to bring democracy up to date in the maturing of inter personal bonds by giving way to the Spirit of consensus, without which democracy remains divided in unto itself.
I am asking you to support the following motion: “In order to develop the conversion of the war on drugs in Canada, into an investment to generate the victory on stress, toward the peace and the healing where needed individually and collectively, we hereby support the movement named: Cleansing our Vision of the Crown”. This is the movement launched to bring to maturity the “Ministry of Reconciliation”. It is conceived and promoted by Subsense Publishing and Promotion. It is spread by the Domestic Health, Cultural and Sport Society (D.H.C.S.S.).

MUTUAL PENETRATION WITH HISTORY
A NATIONAL RETREAT TO ENTER THE LIFE
OF OUR COLLECTIVE DESTINY
History is generally understood by young people, as this boring academic chore required of them by the education system.
The intent and purpose of the curriculum in teaching history, is to cultivate the relevancy of the past to the present, thereby preparing students in what provides them with the awareness of continuity.
Because of such a low level of interest for history among students, a new approach could be tried. Instead of academically bringing the past to the present, why not equip each student with what is needed to explore the past, starting from their own personal present.
By bringing the students to explore what brought about their own life, it will generate an ability for the in-depth look to understand their present, it will gradually connect their lives with the past and thereby will eliminate the irrelevancy. This method would motivate by inspiring as opposed to force-feeding the memory for the sake of the curriculum.
Because of the state of the age which we live in locally and globally, anyone with noble concerns for education is aware of the massive need to heal the individual identity’s growth process, by tuning in the dynamics of inter-personal activity with reconciliation and co-operation. History of the whole human race is screaming to remind us of that.
It doesn’t make much sense to teenagers to learn that their parents, teachers and governments are going on repeating history without any alternative being offered other than: “You live in the best country on earth, so don’t complain”, type of response.
If the history curriculum were to bring together the sciences relevant to the healing of history such as sociology, psychology and all the way to psycho-neuro immunology, they could pave a path to develop the method from play school on, with the parents and child, and set the relevancy so as to bridge school solidly with home life.
History classes would then become a time in school when one is given a chance to assemble the components of his or her existence, where one learns to assimilate each life experience in a maturing perspective of his or her life. It would develop the rationality from understanding the path of their own life and identity. By entering history in such a personal manner, school would evolve to provide a forum for the apprenticeship of communicating in the comfort of intimacy and in the confidence of trust.
It would gradually lead the “I am” of each student into the relevancy between their life and the flow of history in the riverbed of time.
Such a method could even become key to open the doors of the community, reaching out through the cultural and social walls of divisions, by entering the dimension where academic and practice find trust and harmony with each other. In practical terms, it would be the neutral ground to bridge and to complete the distance and the incompatibilities between home and community life.
This approach also provides the opportunity to embark on a massive research and development movement into the human faculty of living. The faculty of living is the holy grail aimed at by all people of good will through out humanity’s history. It is the initial and final frontier of knowledge for the solemn beauty of being human to emerge. The faculty of living is what brings each individual to be penetrated and to penetrate the meaning of existence while providing guidance and nourishment to live in the state of justice, peace and joy.
Historically, this faculty has been painfully growing through millenniums of dark, fearful and evil resistance on the part of those who hold on to knowledge, intellectually acquired, as opposed to spiritually acquired knowledge. Such resistance is present in all human beings and is responsible for the perpetuation of the never-ending power struggle and misery among humanity.
The faculty of living is the healthy state of spiritual human living in all that it means and separated apart from all the lies that it never meant and yet, that are still upheld today in various forms.
Destiny has designed Canada for our citizenship to express the solemn beauty of being human. This is, after all, what the ancient voice of humanity’s youth has been longing for throughout the ages, feeding and reverberating the growth of common sense.
Yes, the history curriculum can indeed become a safe and yet potent tool for the authorities to cultivate our individual and collective growth into the stability of well-being.
Given the good will and blessings enjoyed in Alberta and Canada, we could attain to the point where we begin the process to harness the lessons of the past and learn to live, with great contagion, in the solemn beauty of being human, cheered on by the ancient voice of humanity’s youth and enjoyed in the health of common sense.

THE JEAN CHRETIEN FAMILY PROJECT
“Jean” means beloved of God and “Chretien” means one who is given the life of the adopting Spirit, in the family of the resurrected Christ.
The simplicity in the meaning of “The Jean Chretien Family Project” offers us as Canadians a user friendly image to get a grip on the live currency of our history, and to demonstrate our privileged cultural and social obligation to activate Canada’s economy and politics into the maturing of the just society. Humanity’s need of inspiration calls us all, but in particular Canadians, for a time of deep adjustment to the new reality of living in the after “9-11” era. Mr. Chretien’s personal and public life are directly inter-woven with the very fabric that Canada is made of. In general terms, this means that whatever is good about Canada is also fine and well in the personal life of the Prime Minister and whatever needs some looking after in Canada, also needs to be addressed in the personal life of the P.M. and family.
By accepting to retire into the role of “The First Ministered Family”, “The Jean Chretien Family Project” opens up the trail of a deep National retreat, that has the potential to launch the healing journey, for Canadians to address inter-personal as well as the ethnic distance and animosity that politely lives on. In so doing, we will let the masks of pretension, social ranks and intimidation fall off, so as to reset democracy up to date in the discipline of the mature decision-making that will re-emerge from the family on.
Timing is everything in politics they say! The conjuncture that our citizenship is brought to by the fast and unexpected global turn of events, is where the personal need to be nurtured together into a just, peaceful and joyful living is calling the Canadian governments to set the healing in motion.
Perfectly timed by destiny is the upcoming review of “The Social Union Framework Agreement” (SUFA) that was signed by all governments in 1999 except Quebec. Between that review, the PM’s retirement, the outlined intents of the Throne Speech, Her Majesty visiting the country and the necessity of humanity since 9-11 for a global, focal flame of hope, it is now time! History has set the pace and Canadians are called to be lit up in the radiancy of the Just One, to inspire the solemn beauty of being human by harnessing the drive of the ancient voice of humanity’s youth, to journey from the rule of ignorance to the organic-spiritual growth of the human-divine education! May God bless us all in the presence of His Fatherhood!
Dear Mr. Chretien and team, I have taken the liberty to enter into the public domain, from the official avenue of SUFA. I do so by trying to establish the parallel between the little guy that I am to the "little guy from Shawinigan". This is where and how you made your way and it gives me hope that destiny can go on making sure that the inspirational capital gained from it, does get invested to insure the cultural and social security of who the little CANADA from the COMMONWEALTH is and how to grand stand accordingly on the world stage, from such a vulnerable, but firm position.

Because of the turn of events that was brought on the national scene by the sposorship scandal, I and my family volunteer our life to take on the hot seat of the first ministered family instead of the Jean Chretien family, to serve the cause of healing our national fabris with the organic spiritual unity. I joined in their first review in Feb of 2002 from my citizen's office as a stay-at-home-dad-supported-by-my-wife-s income.
My basic home work is to cultivate the organic spiritual unity, so I sent them a package made of various essays and comments on the direction needed to be taken so that we all get the best out of SUFA, in the context of after 9/11 and the need for personal and communal security.

Greeting Mr. Premier and staff,
On the 15,11,02 was my last communication to you. I strongly feel that I must go on to promote the Alberta made Canadian lead that I am following, in order to help the governing crisis we are faced with, as a result of the 9-11's growing unknown and variables that keep fluctuating the course of predictions.
As I previously mentioned, I seek to be commissioned to pursue my promotional initiative for the Canadian unity. If Canadians can find their identity's footing and the balanced life style that secures it, then there's a good chance for humanity as a whole as well.
Because of the Saudi-Wood Buffalo equation, Alberta is especially placed by the course of events, to help put democracy's foot down and to divert the direction and the way in which energy runs, throughout our life style. In that context, Alberta becomes then the launching pad to phase out the western world's hype and stress by facilitating the regenerating life style of health and well-being, from the fundamentals on.
The Social Union Framework Agreement needs the kind of wind in its sail that fans on the fire in your belly Mr. Klein. It is the most ideal opportunity available to consolidate the political will from the footing of consensus, and to create the avenue of change, away from the hype of terror.
Because you are very busy Mr. Klein, I decided to spare you the time to have to look me up in the SUFA review web page, and I am sending you the main part of it, along with an underground tale that we see more and more of.

Health care and national unity are calling with one voice. I am sending you a copy of the letter that I sent to the Gomery comminssion via email. I work at creating the focal point where from CBC, BBC the Internet, education and correction assemble in updating democracy in full view, with the emergence of the Faculty of Living. From the focal point comes the local settlement upon the recovery road from self destruction to self-control to community self-government, Here is the letter:
Chief Justice Gomery,
I boldly come to you with a solution in progress, to seize the opportunity at the heart of the crisis being investigated by the Commission with your name.
I have been at work for 30 years with people from all walks of life, to spread the personal experience of spiritual unity. After moving in exile to Alberta from Quebec as a French unilingual in 1978, I began aiming at Canadian national unity from a socio-cultural healing from 1982.
I did so as it became obvious from Alberta that Canadian unity and
propaganda where too cozy with each other and that more substance was needed to be supplied from each citizen. After 9/11, I decided to aim as high and far as my Canadian citizenship could handle.
I now hope to be relevant to your recomendations for the future of our

I am sending you some info to put you in context with my work. I
concentrated my suggestion with a paper titled: "The Jean Chretien Family project". It was part of a package of essays that I sent as a
stay-at-home-dad 's submission to the SUFA review in Feb 2002. SUFA is: Social Unionm Framework Agreement and they are revamping 150 billion dollars worth of social spending a year. First, I give you a letter that I wrote to her majesty queen ElizabethII in May of this year and which caught the eyes of some Europeans .
