Being from Québec Canada, my only personal experience with some of the Afghans is in their production of hashish, one of the most appreciated in the world.
The city of Montréal has been known to be the hashish capital of North America for most of the late 60s through to the late 90s. I do not know anymore as I have moved away and no longer have contacts in that department of society.
Instead of sending only armed forces to Afghanistan, the Canadian government should call upon their local hashish smokers and work with them to deploy the Canadian Heart Forces in an attempt to make good use of the cultural bridges that get built in the trading of the substance.
In using such approach, the cause of development might just find the ground it is looking for instead of going on with the invasion of armed forces leading the way at the front.
Leave these armed forces at the back, in case the Canadian Heart Forces fail to move peacefully forward into the assistance that the population needs.

The talks are on officially in the Senate. A position will be adopted on how to proceed to allow the recreational use of marijuana. The choice has always been simple, when it comes to substances. It is a personal choice between re-creational use or wreck-creational use.
Economically and politically, the knowledge learned from the prohibition and legalisation of alcohol, has to serve to make sure the same mistakes are not repeated. Too much wreck-creation is taking place and the re-creation is mostly left to evaporate with the fumes.
The wreck-creation qualities are what rule in the underground, feeding the disease of addiction. The wrecking process usually starts out of curiosity, goes on for fun and, depending on a zillion factors of circumstances and personality, it becomes instituted as a “personal right to self destruction”, that builds into a personality trait that gets to rule really fast upon other traits. The speed at which it grows is fueled by the denial to the simple fact that: “if one does not enjoy life without stimulant substances, then there is a problem.”
In large majority, the users of cannabis seek out T.H.C. for the euphoric effect it produces upon the mind-nervous relationship.
It causes the double effect of anesthetizing what can be called the pain of living or cerebral rheumatisms or whatever one calls the difficulty to cope with the present in his life. It also stimulates the sense of perception.
When one learns to use it with prescribed discipline, without abuse, it becomes recreational in the therapeutic sense. It stimulates the acquisition of the taste for health.
I’ve seen al lot of people decrease their use to the point of elimination, after switching to that therapeutic transition. The first step if to determine what amount is needed to produce the “high” and not cause a “stone”. That is the core lesson to learn about its use, if we are going to NOT repeat the alcohol-legalizing syndrome.
If we are going to touch the marijuana issue officially, then lets do it with all the experience of the ones who have struggled through their addiction and made the transition successfully toward a balanced life. All must first create the framework to bring on the legalisation of re-creational use within the strict boundaries to stimulate the acquisition for health.
I can see some people needing to consume all their life because their taste for health can only be kept up with it. That’s fine, within the health context, not the wreck. I have yet to meet a consumer who disagrees with this position. Most can’t believe that common sense can, nor will prevail, so that makes it hard for them to be serious. The only ones that I met who are opposed are the ones who still believe that marijuana is evil in itself or, those who profit in the wrecking dispositions of the underground market of also the ones who fear them.
It is foremost a tremendous opportunity to launch a local “national citizenship retreat”. A time to reach the acceptable disposition locally, to transfer the global resources that go in the war on drugs, into the retreat and its spin offs.
The first wave of the movement needed is: “the healing of the meaning”. This is the exercise to establish the cultural process for the refining of thoughts, living and relating.
The healing of the meaning is the discipline of drawing near for the purpose of contracting and bonding, as opposed to talking to keep our distance from each other.
Once engaged to heal the meaning, any conversation we enter, is to see each other through to communion. Agreeing to disagree is the bottom line below which, we can never allow any dynamics to reach. Canada is already built on that. What’s left to achieve, is the culture to consolidate the consensus process.
Well executed, as the transition from the “wreck” to the “re” sets in, it has the potential to bring democracy up to date in the maturing of inter personal bonds by giving way to the Spirit of consensus, without which democracy remains divided in unto itself.
I am asking you to support the following motion: “In order to develop the conversion of the war on drugs in Canada, into an investment to generate the victory on stress, toward the peace and the healing where needed individually and collectively, we hereby support the movement named: Cleansing our Vision of the Crown”. This is the movement launched to bring to maturity the “Ministry of Reconciliation”. It is conceived and promoted by Subsense Publishing and Promotion. It is spread by the Domestic Health, Cultural and Sport Society (D.H.C.S.S.).

As a result, there is ongoing multiplication of the confrontations amongst families, neighbours, communities and nations. The costs to individual and communal peace are perpetuating the state of cultural and social divisions such, that the human and the economic costs have gone on spiralling in the wrong direction. This vicious circle has decayed democratic societies from the inside out and keeps the doors wide open to the entity of terror-anti-terror to feasting off all sides at the same time, for the benefit of the very, very few. Governments and the people must join forces to transfer all resources that are going into the war on drugs and to invest them into the individual and communal victory over stress and compulsive nature.
Motion of the Bill for the Ministry of Reconciliation
“WE the citizens of Canada and of all Nations who care to join, declare our resolution to endorse and to move with our resources from out of the war on drugs and to deploy ourselves with our resources, into the victory over stress and compulsive behaviours. We do so to provide to individuals, families and the communities of the member Nations, with the common ground and with the framework to set in motion The Ministry of Reconciliation.
The Ministry of reconciliation is the instrument by which we, the people of the participating Countries, take on the right we have, to fulfil our needs to host, to develop and to deploy the Faculty of Living with our tax money that now go in the war on drugs.

ADDRESS TO THE ALBERTA JUSTICE SUMMIT
I come before you tonight from a background of 28 years of living among what the present justice system describes as the underground world. After a deep spiritual awakening at 16 years old, I spent 24 of those 28 years tending numerous individuals who had erred on the wrong side of life itself and as a gradual result, on the wrong side of the Law; by tending the causes that brought them on the wrong side of life, many have entered a healing journey that brings them in line with justice.
One important observation I wish to bring to your attention from my past experience in relation to the justice system is that the perception leading Louis Riel and his comrades to rise up against the established justice of his time is very much alive today. The same frustration from injustice that led them is now brewing in a much larger number and it is much broader in its cross cultural reach.
Today's method to vent such frustration is the underground economy. It is a good indicator of how real and powerful this Louis Riel type of attitude is. To consider the Louis Riel movement as a bunch of outlaws without giving due consideration to their cry for justice, until it was too late to talk, was the authority's mistake: we can't afford to repeat it.
During my 24 years I've had the opportunity to deal with people from near the top of society all the way down, below the bottom, far beyond the threshold of sanity. Equipped with a grade 10 to sail such uncharted waters I have grown very thirsty for a time of collective, sober reflection and I'm starving to see from such reflection the blueprint of a plan to build a model to demonstrate what a universal, healthy, just and peaceful community looks like.
The Alberta government is launching the courageous attempt to raise the issue of justice. Sometime between now and the summit, I hope that the members of the committee will come to see that the task at hand will not be achieved simply by fixing or by improving the legal system, but that what is also crucial is to heal the sense of justice.
Because of the amount of discontentment, the short term approach requires to look at the system within the present conditions. The medium term requires a commission to research a process to channel that modern Louis Riel phenomenon. This would involve a brain-storming process among the interested parties. This process would involve the creation of a non prosecutional zone. Such an endeavour would provide the "Louis Riels" to come and negotiate their translation from out of the underground into the daylight. This translation involves the chartering of the responsibilities and obligations to counterbalance the rights and freedoms.
The ones in the underground who would be against such a proposal do not have any "Louis Riel" in them. They are very few: very few but very powerful and their reign of terror and enslavement is far, wide and deeply reaching.
Alberta is young and determined but we are a child of a bigger family and our sense of justice and the structure we have for it is intertwined in the bigger picture. Therefore, the medium term approach, although done and sponsored in Alberta, must conduct its research with the national scope in mind. As a result of the commission's findings the interested parties will then be in a position to draw the blueprint I spoke of, providing the long term insight and direction needed to cleanse the system from the lies and their consequences in the history of our province and nation.
The charter of rights and freedoms opens up with two lines that say: "Whereas Canada is founded upon principles that recognize the supremacy of God and the rule of the Law". So far, since Mr. Trudeau brought to Canada the basis for our national justice, we have been so busy with the rule of the Law, that we left the preceding statement on the walls of our nation as a sort of an ornament collecting dust. As a result, we have entangled ourselves in red tape just to make sure that we really are free.
The origins of our judicial problems are historically rooted in a chemistry of agreeing to disagree and of mostly procrastinating the science of agreeing to a further date. Not knowing how to agree is the main cause for the Canadian society's ills from the family to the community, from the community to the province and from the province to the nation. Rights without responsibilities and freedoms without obligations is keeping us going in a downward spiral.
The medium and long term approach I'm suggesting could go a long way to heal such a constitutionally challenged state of affairs. This is why the key to my suggestion is to develop the practical applications of "the principles that recognize the supremacy of God". Based on our national history, it is clear that without His justifying process, there is no justice. Let's first discover justice from Him and learn to grow in our co-working with Him. Who knows? We might just be silenced by His glorious presence long enough to finally learn to agree.
To society, justice is a destination to be reached. To the individual, justice is a gift to be nurtured and cultivated. To government, justice is an expression of the authority that ensures the balance between the individual's growth and society's journey.

How to bring to life the Ministry of Reconciliation from Canada to the UN
To address national unity and our democratic deficit, we need to cultivate a renewed definition of sovereignty at the family and community level in the training of consensus.
This definition can be something as simple as:
"Sovereignty is the ability to make decisions in complete maturity and the capacity to implement these decisions in complete wisdom and resposibility"
We begin by bringing the parents, the teachers and the judges to meet in schools, to cause a point of quietning stillness to calmly emerge in wisdom within the community. The quietning stillness is the communal exercise to set the tone of the assembling.
The relatedness that assembles these people becomes the tuning fork to proceed into the atmosphere of trust and comfort to shape decision making in our midst.
This familyhood becomes the catalyst to the Canadian Mother and Father International Association. Together, we usher in the Canadian fabric the rise of the personal sector.
On the short term, this personal sector acts as the antidote to the causes of apathy, exclusion and reclusion, by fostering the common denominator that converts the divided and conquered state of our subdued multiculturalism, allowing for the transition from strangers to communal family partaking.
On the medium term, the personal sector is the focal life of inter-personal trust and of community comfort, that becomes the base of renewing communications to Canadian democracy, rising to absorb and to fill the voiding dynamics that make up the basic decision-making of our present system of secretive complicity between private and public national institutions. This void of never ending secrecy, manipulation and deceit is where much of the tax power gets shredded into ongoing excuses and power struggles of unresolvable opinions, amongst the 4 levels of political decision-makers, the Law and the banks.
By dimming the light on with the personal sector, we will arrive to the starting point of the non-threatening site and sight of communion that will gather parents, teachers and judges. Families and neighbours get then to be drawn by the inviting nature of meeting to regenerate and/or to restore the human spirit in love and wisdom, where justice is hosting decision-making of serenity in growing joy.
On the long term, the personal sector becomes the socio-cultural ground to make room to accommodate the non-prosecutional zone. This zone gradually grows with the maturing of communities who become exercised in the translation from the old and distant decision making to the renewing family and community bond.
Canadians need to see arising from the personal sector, the shaping of authority and discipline of a round table that will bring and sit together the Mother and Father International Association (MAFIA) the Real Community of Moderate People (RCMP) and the Canadian Blessed Communion(CBC).
The aim of this exercise is to ignite with the help of the media, the path of inspiration that will raise our national self-awareness. We will consolidate the restoring power of justice on the ground, from the underground to the preamble of the Canadian Charter of Human Rights and Freedom.
This preamble says: "Where as Canada is founded upon principles which recognise the Supremacy of God and the Rule of Law." In French it says the same except for the Rule of Law. Instead it says: "The pre-eminence of the Right". We will bring this difference to completion of one another's language and add on to this delicate balance: " and the quietning silence of patient wisdom", in order to open the door for justice to grow the inner disposition by which we can heal our history with the First Nations and amongst us all.
As well, instead of the "Rule of law" it will become the "Service of the law", linking all parties of society in the safety of justice.
So from then on, the Preamble of the Charter of rights and freedoms will read:
"Wheras as Canada is founded upon pricipals which recognize the supremacy of God, expressed in the Service of the Law in the pre-eminence of the right, feeding in the Qietning Silence of Patient Wisdom"
From here we invite humanity to join us, Aboriginal, English, French and the rest to secure the Assembling of the One Nation...amen...

Here is another example of how I sought to promote the Personal Sector via the Internet. The following is an invitation to then, Prime Minister Paul Martin, to respond from his own personal-public reality:
"I, Benoit Couture, voluteer to embody such talk and to walk it from gang land to jail to Parlaement and back to school until people are ingnited in their heart and spirit with the serene justice to see the correction line of love and to follow through with the disciplines of regeneration for their souls and bobies to avoid chaos personally and communally.
To help facilitating such a dream, there are several hundreds of billions of dollars a year of profit making that are known to be floating away from all tax systems of the world.
Our ex-Prime Minister Paul Martin, who was Bono's personal contact in Canada's Make Poverty History, is one of those people who keeps his business where he does not have to contribute in his own country's corporate taxes.
My volunteering is to invite his contribution in the name of the "just society" which his party and government pride themselves to be, in order to define the correction line to harmonise personal and social policy from local to global with the financing and structuring of Health-Education-Correction.
Of course, such embodiment and walk can only proceed if I am teamed up with Chris Macrae and friends, like the university of stars, to keep a very close and intimate eye on the whole development of scale. Shall we?"

I agree with Fred, when it comes to the simple way to move out of the grip of drugs, Jesus-Christ is available at all times for a complete and instant recovery. However, for many, many people, it is much more complex than that, because of various reasons of many kinds.
For example, regarding cannabis and illegal drugs, I have been involved with the scene since I was 12 years old. When the Lord first came to me at 16 years old, He did set me free completely. After 3 months though, I went back into it because I had no idea on how to live by Faith and I did not know where to find the right leaders to grow in the fulness of God.
Now, at 49 years old, I know that ALL things have been created by the Lord and for the Lord, even if it means that someone's learning gets to be given-received the hard way as it is and has been the case for me so far. See:

On the contrary, I am talking of the genuine relief that one receives if there is no abuse of the substance when utilized and the converting and renewing effect such use can have in getting people free from the slavery of the context and of the addiction.
Praise and thanksgiving can be received by the Lord from anyone, in any situation and do not have to be interrupted because of different versions of sobriety.
Here is how I see the possibility for the Lord to take a bad scene such as the MARKET of illegal drugs and to find the opportunity at the core of the crisis, which can open up the way to the conversion power of the Holy Spirit by those who are enslaved by the scene and the addiction.
