In fact, it's becoming so damn close that nearly any observation will be capable of seeing if there's artificial illuminations (binary packets) coming from Venus. Especially as safely viewed from Hubble, Trace and/or SOHO. ESA should also have any number of observatories not being moderated to death by NASA/NSA/DoD, so they too could view upon and some even xenon/laser communicate via binary packets.
